Yes but sometimes you just have to move a little bit once you put it into 4-low.

You can engage 4-Hi while driving. There is no need to stop or put the car in neutral. You also can engage 4-Low while driving, you will need to put the car into neutral before attempting to switch from 4-Hi to 4-Low
