Accelerator pedal height adjustment actuator

Question type: Maintenance & Repair

Hi.  I have 12v+ and - through rocker switch in dash, to connector to actuator,
current is good, even tried with extra wires to make good contact with two
terminals in actuator......no response!  With good power, and now, the second
actuator from dealer, still no response!  What am I missing?  Possible two bad
devices in a row?  Photo of full device.
