chugging at low speeds or stop

vehicle has recently started chugging or hesitating at stop signs or low speed g
going up incline, if i increase my speed to 50 the chugging stops

Can you better define what you mean when you say "chugging"? Also, how many miles do you have on the car? What type of gas do you use?
