Does the 85 gt have a fuel cut off valve>

I'm afraid they don't. Starting from 87+ Ford implemented an inertia fuel cut-off switch accessible from the left side of the trunk. It is a little red button that lets you reset your fuel pump. I don't think retrofitting one into a 85 model would be too hard... you could probably get all the necessary bits and pieces from your local junkyard. Good luck
