Horn wont quit going off

Well I punched the middle of my stirrings wheel
aka the horn now it won't shut off so I unpluged it
from back of stirrin wheel. I tryed to plug back in
steal won't shut off how to fix it

There's actually a fuse you can pull out but I think it might run your radio or something as well. But to fix the problem you would have to take the steering wheel apart an take that lead weight out of it an that will fix the problem. Attached wires from it.
