1992 chevy k1500 keps blowing turn signal fuse

My 1992 chevy truck has blown a couple turn signal fuses. with the signal off but the truck running it is getting 12 volts and about 2 mA  current between the fuse connections. I presume this means theres a short but the wires under the dash all look fine, meaning no melted or bare wires. what may be wrong or what else should I look at? thank you!

If you have a separate relay or fuse box in the engine compartment, you may have a specific one that is bad than the one in your cabin fuse box. Take a test light and unhook the positive side of your battery cable. Touch the test light to the battery terminal. It should light up. Have someone pull the fuses one at a time. Even if your wires and connections look fine a cable may be corroded or broken. The light should go off if you encounter any shorts or bad circuits.
