That is the defalt location when the system is not getting vacumn to change it to other locations. You can usually verify this be cause the cruise control probably does not work also. You need to start at the top of the engine and check the vacumn lines going back to the firewall....look for broken connections, disconnected hoses, and damaged hoses.
