My 2006 Kia Kia specta EX Every time I fill up w fuel I can"t fill completly and is not I change the fuel pump twice and is not that Change the relays and start doing the same thing ?

Is like 10 times My car do this is not the gas they said the fuel pump is new, new battery and new relays are or know what to do?
