It still could be a bad starter, or it could a failed neutral safety switch.

Sometimes u have to press the brake to start on my 08 jetta died before and this exact thing happend so put it threw all the gears slowly then when coming back up to park from s mode kinda shove it a little harder into park and make sure to keep brake pushed in at all times during this process once in park with break peddle still pressed try turning it over! If your car has a dash light that illuminates a foot with what seems to be a tire with brake pads sometimes this sensor gets bad and thinks ur car is in gear and therefore wont let it turn over! But mine is a 08 model not 06 but i dont think its too different! i did the process i explained above and it started up with no problem since!
