Jetta wont start

For some reason my Jetta isn't starting. My husband and his brother put in a new starter cause the old one was
bad i guess. They bi passed the starter and the car started but it wont start by turning the key. Starter relay works
and ignition relay work they both click from what my husband said. What can be the problem?

Possibly a faulty ignition switch?

I had to change the battery in my car and now it wont turn over but everything else works. I think it is the security and if it is what do i do to unlock it. I already unlocked the radio.
