2003 F150, has trouble starting and battery and headlights along with speed odometer and radio will cut off whats wrong?

The truck seems to have its own agenda.  sometimes it fires right up and sometimes it
just ticks.  While i am driving the trucks egine is fine, looses alittle power but the dash
lights up and the speed odemeter, radio, Head Lights and heat all shut off.  What's
causeing this issue.

Pull the fuse box loose inside and see if the back of it is green or full of water. The windshield leaks down on the fuse box.

will that make the Battery light go On once the truck is actually running? and short everything out on the dash?

No that would be the alternator not charging. Have the alternator checked.
