Why couldnt OMV get reading for inspection sticker?

OMV plugged into my 2000 Ford F-350, gas' 5.4 lt. for inspection sticker and couldn't get a reading. Said fuse must be blown. Checked fuses; all good.

There must be something electrical not working in the vehicle like a cigarette lighter. The ALDL connector gets power from a circuit like a cigarette lighter, (GM), so look for a circuit that is not working, and that would be your starting point for getting power to the plugin.
