2002 Grand Prix GTP is in limp mode (is there a limp mode for 97-03?)

At more than half throttle, the car behaves as if it's hitting a rev limiter. Drives
without issue under half throttle, both from a start and cruising.
I have a MAF code P0102. I've removed and cleaned the MAF with sensor
cleaner and the issue remains. I guess I'm looking for confirmation, or
suggestions as to if it could be anything else.

If you have a code for a MAF sensor it would seem logical that that might be the problem. Why are you looking for something else without resolving that problem first? To answer your question, yes it has a limp mode, but what you're experiencing is not it. If it goes into limp mode you will be at reduced power right from idle and there will be an indicator on the dash telling you it is in reduced power mode.
