Have experience with 2002 not starting? battery good, dash lights, no clicking, doors lock

Can you help me?
New battery, cables topside are brushed tight, ground to frame sanded and tight.
Key in back/forth = dash lights or auto door locks BUT no sound where it normally would start.
History:
Intermittent but now no start at all times.

Possible bad neutral safety switch or bad starter. I would start with making sure the starter has good power and is getting the 12 volt signal (when key in start position )to sylinoid to ingage starter. If do have signal. Probably bad starter. If no signal check neutral safety switch.
