Is it a short?

I was driving my 1998 gmc sierra 4.3L the other
night,and my instrument panel lights cut off. Along
with my taillights,but just my running ones. As
soon as I put a new fuse in and cut the lights on,it
blows the fuse. I've put in a new circuit board in
both back lights, along with new bulbs. Any
suggestions on what it could be?

That sounds like a short. Trace the tail light wires and look for damage.
