No first gear in 4L60e after rebuild.

No first gear in 4L60e.  Had first before the rebuild.  All gears work fine otherwise, no problems with reverse or anything.  Even manually shifting to first doesn't work.  Always starts out in second gear no matter what.

Also should say I tried new shift solenoids. No change. Can hear them click when hooked up to a scan tool and manually shifting.
