I have a 2003 PT cruiser 2.4 LT turbo and the air is not working when we recharged the a/c the it worked for about 3 weeks then stopped again.

There is a belt making some noise
but the car is running just fine.

The ac leaked out. You should have had the shop use dye so you can find the leak, usually in the compressor.
