How to quite engine roar?

2004 trailblazer engine roars like airplane taking off after fan clutch replaced.
Put in gear and it will do 10 mph.

Did it happen only have you replaced the fan clutch? Is it plugged in?

Sounds like the clutch is engaged all the time.
