What size it this engine? I'm suspecting the spider assembly has leaking injectors and or the fuel regulator. You would need to do a fuel pressure bleed down test to determine if that is the problem.

A TBI on a '96? I though '95 was the last year for that. Anyway, I guess what I would do is to check the fuel pressure. Fuel pressure should be 9 to 13 lbs. The reason being is it is typical that the fuel pressure regulator spring gets week. The fuel pressure regulator is in the top of the TBI, and they make rebuild kits for them. If all is good there then look at the spray coming out of the 2 fuel injectors. It should be a nice cone shape mist coming out. No droplets of gas at all. Could have dirty injectors.
