how do i adjust the idle of a 16v volkswagen (9a) with a european cis fuel system, 50mm intake, 276* cams, with a cold start valve with capped vacuum lines?

Provided your FI is set correctly you can just turn up the screw at the throttle bosy. With the 276 your motor might have to rev up a tiny bit higher at idle due to the duration increase.
