2003 pontiac grand am 3.1 v6

Sometime my car will not start up unless i hear the fuel pump regalator kick in, its like im not getting power to the fuse box under the hood. But if i start testing the fuses some in the middle of the fuse box doesnt work until i hear this sound then i can start the car, what do you think it can be? Thank you

Gotta keep looking for that bad connection. Also check the plugin at the fuel pump, they get corroded.
