I don't have hot heat in my 1994 Audi 90s(only warm). Is that the norm or should I be concerned?

And fan only seems to have once or 2 speads.

Fan motor might be on its last legs (happened to mine)...as for the seat heaters; if you crank it up to max and it still only gets warm (keep in mind it's not supposed to be uncomfortable), I would check the heater coils, maybe they're full of dust or something.
