What happens when I disable the smog pump by removing the drive belt ?

Not much, way back in 1973 this was just a band aid approach to try and reduce emission by "injecting" air into the heads or exhaust manifolds (into the the exhaust stream) basically useless I've checked these with a emissions analyzer. Maintaining a sharp tune does far more the an a belt driven air pump ever could.
