The head has to be removed, the deck of the block throughly cleaned, the head pressure tested and if it is good then milled flat and then put back together. That is the bare minimum that needs done. If you really get into it you could have valves, seats and guides redone, the radiator replaced the thermostat replaced. All new engine fluids, oil and filter, water pump, hoses and belts.

Exactly, junk it. It will cost more to fix than what it's worth. On a 16 year old vehicle you'll be wasting your time and money! Jim
