I have a 1980 type 4 air cooled engine and was completely rebuilt /was wondering if the clutch didn't fully release if it could cause a loss of power

If your clutch doesn't fully release it will be hard to shift without grinding gears. If the clutch doesn't fully engage it will slip giving you less power and burning clutch.
