turn the key on ,no lights on dash,no crank,no spark

so far I put new starter,coil, emc, check battery cables ,here what I think is wrong but not sure no great w/electrical stuff, using a meter I put meter to 12v and black lead to neg. and start touching fender bolts/relay casing not even wires with red lead I get a reading of 12v again not sure if this is right?

Ya this is right, if you have your red lead of the meter on the positive of the battery, any ground that you touch with the black lead will read 12 volts.
