low beams on a 02 volksjetta won't come on, and the high beams only come when hold the high beam switch is held back. Also, I never get the click when activate the switch.

Believe it or not, it's probably your ignition switch. If you have a ton of stuff hanging off your keychain, the constant pressure has been wearing away the insides of the switch. It would be the first thing I would try to swap. When the hi-beam switch is held back, a ground loop exists that lets the lights get voltage....it's weird.
