Why is my 1989 Buick electra always have High idle

Always above 2000 rpms

TPS. Throttle position sensor, if applicable. If not look at carburetor and throttle plate whilst the vehicle is of and see if its open. If it is, there should be a wire that controls that plate that's being pulled by either the gas pedal or has something applying to much tension to it. Adjust it
