Is this a good starting project truck?

I have never done a car restoration before, but the seller is only asking a few
hundred for a 79 f250. He says the engine is locked up from sitting from 20
years. Do you think I am biting off more than I can chew? I
am just looking to get started in this is a hobby, so I am not sure where to
begin. I don't even know what a great price point is, or how much I will end
up
spending once I do have the car.

How is the body and the rest of the vehicle? How far do you want to restore it? Just get it up and running and inspected? If you are doing most of the work, then sure, go for it. but if you are paying others to do all the mechanic and body work and paint, you will be into the project for thousands and thousands of dollars.
