I have a 2001 Pontiac grand am that won't start when it's cold outside. Any ideas?

Find out what it isn't getting, fuel or spark. Also has the battery been tested? Sounds silly but I have seen in a few cases where a slightly weak battery will allow the vehicle to crank but the juice required to turn the engine over left nothing for the computer. It would start with a jump but without a jump it just cranked.
