how legit is the $79 performance chip from performancechipdirect.com? is it a rip off or a gooddeal

Most of them are. What they basically do(if anything) is alter your fuel/air mixture, engine will burn more fuel (bad gas mileage) so you can get a slight more increase in power(mostly just in your head having the feeling that you have a performance chip in your car)

any suggestions on better chips or ways to get more horse power for my 06 mitsubishi eclipse?

jet chips are good for imports. a turbo kit with a good dyno tune is your best bet, and will include intake and exhaust, and can be purchased for around 3k. you can probably find a decent used kit for 1500

Unless the chip is exclusively for your Mitsu, I wouldn't risk it. Along with fuel:air ratio, the ignition timing has to be changed to optimze combustion for the added power. Otherwise you'll see nothin' but smoke behind you, and it won't be from squeeling tires! $79 sounds kind of shady to me.
