If it's drum brakes then the shoes aren't being retracted/held in place by the springs

Many things can do this, antilock system not releasing pressure, master cylinder getting ready to fail, restriction in the brake lines, if drum brakes broken return springs, badly corroded brake cylinders, damaged backing plates.

When were the brakes last serviced and how many miles are on this 1992 vehicle?
