My 1997 expedition starts to act up when it
rains below the driving wheel where the
fuse box is it starts to smoke and sounds
like something is burning then shuts down
somebody know what it is?

That body style is known for the drivers lower windshield to leak at the corner, look at the ebrake housing at the pedal for signs of rust to indicate that it is leaking.
