rear turn light

lt. tail light has 8.4 volts with key off .  all light work  park, turn and brake.  could it be the flasher.  the right works fine.  the Left is fast.

Yes it could be the "Tung-Sol" flasher... or a problem in the wiring harness. 62 Lincoln great car
