I had the same problem on my 1995, 993. Horn assembly and air bag needed to be replaced. Or, you can always locate an associated fuse for the concern to prevent a greater concern. In other words a dealership will not pull a fuse for fear of some ordinance, statute or code. Which is written to force a complete repair. Which in this case may be wise.

Could be, and probably is, a simple ground. Find a Porsche shop and not a stealership to get it traced and fixed.
