Why gas keeps flowing?

Question type: Maintenance & Repair

When the car is shut off with the batterie unhooked.
The gas still flows and leaks out the air intake tube.
Once it dose this has to sit for a bit because the
engine is like locked up. Then it will turn over and
run great.

I was thinking fuel pump relay, but when somthig breaks on mine its the guys in this column that have the answers, not me.
