Power steering pump

Ok I had just taken a new power steering pump out
of the box. I have yet to lubricate it or anything also
there is no pulley on it yet. My question is should it
be able to do full rotations or would it stop. I can
turn it maybe a 1/4 of a full rotation then it stops.
Would I need to lubricate it and put the pulley on in
order for it to act right or is it just a bad pump?
