Fog Lamps Stay On

My Fog lamps stay on. If I keep pressing button they go off but come back on
again by themselves. I have tried pulling the fuses but they still stay on!  I also
had a little smoke coming from fuse box.  It has been really wet here is it a
short somewhere?  Thx Tom

If you pull the correct fuse there is no way they stay on. Re check the fuse location
