Ford F350 Jamboree 1989 with 460 Engin

Motor home is bogging down
when I go down road changed fuel
filter looked like brown water . Put
new filter on still bogged down
could not go over 15 mph. Could
this be catallitic converter?

Could be the catalytic converter or a fuel delivery problem. Carb or Fuel Injection?

The dirty fuel filter and "brown water" indicate a very dirty/rusty fuel tank.
