95 Ford E250 won't go over 30mph but shifts fine - Limp mode?

We recently purchased an econoline van that had been sitting for a while
and needed a water pump. We since replaced the water pump, dropped the
tank, replaced all the seals, the fuel injectors, spark plugs, TPS sensor,
Speed sensor, speedometer and several other things following the codes
from the ODEM1 meter. There are no more codes and the van is running the
best it has yet. It shifts fine now but will not go above 30mph. Is this
something that could be an overlooked part we need to replace? I am
currently thinking we will have to replace the PCM. Any suggestions?

The basics for problems at higher rpms, check for blockage of some kind. The first two things I think of are fuel and exhaust. Did you check proper fuel pressure, you may have to check with it under load. Make sure exhaust isn't blocked, the cat or whatever. Just my opinion
