Is there anyway I can track my car it was stolen a
week ago and I haven't heard anything from the
police or Insurance went to Toyota dealership and
they laughed at me is there a tracking device
where they can find out where my car is

You would have had to install such a device, like a GPS tracker.
If your car had Toyota Safety Connect the car could be tracked.

Call up Toyota directly since your dealer is an ahole.
That's good to know. To OP, I find it hard to believe a dealer would laugh at one of their customers for asking a question or trying to get help with a major problem. If you're trying to track your own car, follow FOR's suggestion by contacting Toyota directly, but if you're trying to track someone else's car, forget it, it won't end well for you.
Ask your self if you really want it back. Your insurance should pay you for your loss.
