Charging issue but no battery light on in dash `

Hey everybody, I have a 97 ford ranger, 3l v6 that I started having charging issues with last winter... I noticed that when I had loads turned on at idle my charging gauge would drop but would raise if I raised rpms above 1100. I replaced the alternator and ensured the battery was charged to 12.8v and passing a load test before reconnecting. how ever I fired her up after replacement of the alt, and found my gauge still at the L mark and only showing 12v at the terminals. I completed checks on the charging system wiring(voltage regulator connector, and B+ wire) and found battery voltage at the b+ terminal and yellow wire of the regulator which is normal but when I tested the light green wire on the regulator I found the correct 0v with key off but 0.7v with key on which should read battery voltage.... any ideas??? would be a huge help guys thanks..

I also noticed that the battery light is not on in the dash but the fuse is good and getting voltage
