front turn signals do not flash rear does, lamps are not burnt out, lamps come on when head lights are turned on yet do not flash, is there a relay that controls the front flashers?

Yes, your truck has a flasher unit on the fuse box. It may have the regular flasher on one side of the fuse block and the 4-way on the other.
