Check to see if there is power on the small wire on the starter solenoid when someone is turning the key to the start position. May be the ignition switch. Sometimes they can be adjusted.

re. wont start The key switch is nearly 30 years old. time to replace it. there are small brass contacts that get worn over time. you can clean it with contact cleaner but that wont fix it. and I do not recommend taking the switch apart. if you cant afford to replace it, a good temporary fix like I did was wire a push button start switch. if you don't feel you are up to that. go thru rock auto. they have them for a reasonable price.
