PCM won't respond to emissions test device

Went to get vehicle an
emission inspection it fail
reason being, PCM would not
respond to emission test
device.

Happens more often than you might think. Check a fuse to the cigarette lighter or that the cigarette lighter has power. (This same circuit provides power to the communication circuit). You should also check the DLC, or data link connector, which is the port the test facility connects to the cars OBD computer. When they plug in to the DLC and get no response, it's an automatic failure (as you well know). Let us know what shape the DLC is in and if you have power to lighter.
