I had a 62 vette that did the same thing, everything was changed and no heat, it turned out to be the blower motor was not spinning fast enough and was weak, you may want to look at this...

You need to purge the air out of the cooling system. To do this have the radiator cap off and the heater setting on hot. Start the vehicle and let it warm up to operating temp. when the thermostat opens. You can feel it in the top radiator hose when it opens. During this time coolant may be pushed out the top of the radiator, this is normal as that is the air pockets working there way out. Have at least an extra gallon of coolant handy. When the thermostat opens the coolant level will drop in the radiator. Add more coolant at this time. Let it run and repeat the process several times until your satisfied the cooling system is full. Put the radiator cap back on when the engine is running. Done...While doing this DO NOT REV THE MOTOR, with the radiator cap off, or you will get a shower!.

What shape is the radiator in? Does the top radiator hose get hot, and stay hot when the thermostat opens up?

Is it possible that the heater hose supply fitting(s) at the engine are partially corroded shut?
