Why can't I order a 2017 Highlander limited with factory installed tow w/harness

I am working with Gresham Toyota and they are telling me that they cannot order a Limited Highlander with a hitch but they will install a factory hitch for $1140

Toyota lists the receiver hitch and wiring harness at $699 INSTALLED by the factory. I am guessing the dealer just does not want to order a car for you so they can sell what they have on the floor.
