Low Beam Headlight Out

I replaced the bulb with no luck. Fuse is OK. I get approx 6 volts at the plug, is this correct? Is the voltage steeped down for the headlights or do I have another problem?

I had da same problem...not the bulb...hold on to ya seat: I took mine to Infiniti shop (the only people that can work on the car) it is the headlight HID control module-they ordered actuator assy. Part: $548.22 Labor: $218.
