Lease buyout documentation fee

Should I be charged a documentation fee when I buy out my vehicle at lease
end? Is the amount negotiable? Should this be listed on my original lease
agreement? I was charged $700.00 by the dealer.

Yes to questions 1,3. I don't think they'll negotiate but $700 is a bit extreme. What state are you in?
