Lack of Power

I own a low mileage Volvo C70 2004. The car was parked for the past 10 years using  it only a week a year when back home on holidays only.
Recently I noted that the turbo is not kicking in as the car is lacking power when accelerating. Should I start looking for a new or rebuild turbo or this could be a faulty sensor?
Anyone witnessed the same problem?

Without the turbo operating correctly, it would certainly lack most of it's power. Being such low mileage and sitting so long, I would first try rotating the turbo by hand to free it up. This might require a little disassembly to reach it. And there may be a mouse nest blocking air flow. Mouse pee is very corrosive so you may have to clean up any rust and debris. And check that sensor you mentioned. Might be a simple fix.
